Okay... so, here's what happens when research goes too far:

The song is "Eva's Polka" - actually a popular Finnish song written in the 30's - as performed by Loituma.

While I have no idea where the Kasumi animation came from, this is a derivative of some underground fad started apparently by a 4-frame animation of Bleach's Orihime Inoue spinning a leek to the above tune.

The Kasumi 3d animation is by Incise Soul he's done several videogame girl animations like that and they've circulated widely without attribution. I think he doesn't post more as a result. Probably should've put a clickable link to his site in the flashes to prevent it...
